Unified Planning Work Program
The Unified Planning Work Program (UPWP) is an annual planning document that describes the regional transportation planning activities anticipated to be carried out in the current fiscal year (July 01 to June 30) by:
- Wasatch Front Regional Council (WFRC)
- Utah Department of Transportation (UDOT)
- Utah Transit Authority (UTA).
It covers planning for highways, transit, active modes (walking & biking), air quality conformity, modeling, public engagement, and related technical support.

How the UPWP Is Used
The UPWP is used to:
- Guide the regional transportation planning process
- Coordinate planning efforts across multiple agencies and jurisdictions
- Ensure federal planning requirements are met
- Provide transparency and accountability on how federal planning funds are spent
